In regards to its own economy, Shah Mozzafar-al-Din ordered that tax incentives be given to entrepreneurs and investors in order to spur economic growth and to encourage both investment and construction of infrastructure by those men. While the turnout of investments was not as the Shah and his advisers had hoped, it was still to be, in the long run, very beneficial for the Shah and his Sublime State. A railroad was laid along the coast of the Persian Gulf, then running north to Tehran, spurring some interregional trade and travel between the many villages, towns, and cities of Persia.

The Shah's next grand project for the year, however, was much bigger (and more successful): he went about on a campaign of ridding his government of corruption, of streamlining it, and making it as efficient as possible. Local officials that took bribes from outlaws and from other government officials were quickly removed and imprisoned – some even executed, if their crimes were severe enough – and they were replaced with loyal, honest, and hardworking individuals that were willing to work for the betterment of the State and for the Shah. Many hailed this as a great victory and a large step forward for Persia.

In Guangxi, President Sun Yat-sen and his Vice President tour what was once the lands of Xibei San Ma in an attempt to drum up republican support in the region, making many speeches and appearances in order to promote Guangxi's republican and democratic ideals. Though they are largely successful, some native villagers and townspeople support the Qing and their Emperor over Guangxi and its President. It is revealed that Qing funds were being used to promote Qing ideals in the region and possibly many other anti-Guangxi activities – in that regard, the rebels in the region fighting the Guangxi occupation were found to have somehow acquired Qing-made weapons. Though many of the rebels were rooted out, resistance still existed, and Guangxi casualties were much higher than they wished them to be.

Next, to further raise public support, Sun Yat-sen ordered celebrations in anniversary of the fall of the Taiping, to celebrate the equality and democracy that the government supports, as well as the equality that the Taiping wished to enforce. Meanwhile in the Qing state, corporations were developed – a mixture of being public and private – that would receive favorably high loans at low interest from the government. However, in return, 33% of that business's profits would have to be handed over to the government. Despite raking in a lot more profit, this hurts the government's standing – as well as the standing of the Emperor – among the small bourgeoisie elite.

Even further related to the treasury and finances of the Empire, the Emperor ordered that excise taxes be raised to 25% and for sales taxes to be raised to 10%. He justified these raises in national taxes as the government's need to support itself economically, and for the whole nation to become independent, rather than having to rely on massive loans from Western European banks. Support quickly rises for the new tax increases and support for the government quickly rose in the Empire's urban centers.

The Korean Emperor Gojong, realizing the importance of national defense and the defense of the Korean people in general, supported further production of weapons to arm the Korean Army with. The factories that could produced the weapons that the Emperor demanded, and almost too much ammunition to count.

The Emperor's next step was to order the lowering of Korean corporate tax rates down to seven percent. Though his intentions were to allow companies and corporations room to grow and expand under lower taxes, this somewhat backfired. The sudden and massive tax cuts resulted in nearly no companies paying their own taxes themselves, causing a bit of a problem for the imperial government.

Emperor Meiji orders the establishment of the Japanese Institute of Aerial Research, which he hoped would make Japan as technologically innovative as Germany was, what with their advanced airship designs in the recent years. Though somewhat expensive, several breakthroughs are made, and a small prototype airship is developed, which travels almost a mile through the sky before safely landing.

Meiji's next order for improving the Japanese Empire in 1904 was a demand for more state investment in national infrastructure projects. Large and weaving railroad tracks, cutting through the sides of mountains and hills and weaving along the Japanese coastline, are set to be completed in the coming months, much to the Emperor's gratification. Even further, moderate tax breaks are given to Japanese businesses to attempt to promote growth, and the result is very beneficial to both the Japanese government's coffers and for the business owners themselves. The colonial administrations of the Empire even set about ridding their government structures of corruption and streamlining the bureaucracy, which was resounding success.

However, a disaster occurs when the Army sets out to demonstrate the effectiveness of the Type 36 in army maneuvers. With the Crown Prince himself visiting to boost the morale of the marching and drilling troops, disaster struck when several armed soldiers, believed now to be anarchists dissatisfied with Emperor Meiji's reign, began opening fire on their fellow men. The group of several dozen dissidents quickly cut down the Imperial Guard of the Crown Prince and shot him in the leg, before themselves being captured or killed. Though the surviving rebels were summarily executed by vengeful Imperial Army soldiers, the Crown Prince was wounded – though not severely – and provided for the Empire a rather embarrassing blow to national prestige.

High-ranking admirals within the United States Navy, seeing the construction of the HMS Dreadnought, immediately realized the potential she carried as a revolutionary fighting vessel, and began making demands that the United States build a dreadnought-like vessel of her own. Quickly thousands submitted designs, and the ship was laid down in Norfolk Naval Yard not long after the Dreadnought was announced. To be christened as the USS South Carolina, she was built in record time with comparatively minimal funds. However, the ship required lengthy testing, which pushed her commissioning date back a bit. South America
No one would ever have expected the Republic of La Plata, previously deemed a very stable nation, to experience the events that would follow in the year of 1905. High growth rates and immigration, coupled to a decent quality of life in the nation, amounted to some of the factors behind the stability of the republic. Some men, however, were keen on seeing radical change on the Republic, for better or worse.
It all started when Yrigoyen, using the pretext of better positioning the troops to defend from the threat that Brazil posed, started to move soldiers across the country, armies were sent to the surrounding regions of cities like Buenos Aires and Montevideo. A nationalistic fervor ensued. Nationalists, both from the senate and the cities, started to parade through the streets in favour of the regime that they opposed only some days ago, for a while it seemed that they now formed the largest supporters of Yrigoyen. However, there was a detail that many did not notice due to the nationalistic fervor that ensued: Most of the divisions placed close to the most important cities of the Republic were supporters of Yrigoyen's policies and the UCR while the officers and soldiers that were known to oppose the policies of the president were sent to the northern border or sparsely populated regions, where they would not receive access to communication to the Nationalist-dominated military high command.
When the Army's high command did notice this it was too late: They were surrounded on all sides by the supporters of Yrigoyen, effectively held ransom on their own fortress that before these events was responsible for providing them with a base of power. Communication to their supporters was cut and there were no hopes of opposing anything that the president would try to do, the army had played on the hands of the president. Meanwhile, in the senate, even the most vocal opponent of Yrigoyen, senator Garcia Lopez, supported the actions of Yrigoyen, that were masked by a nationalistic fervor and hatred against Brazil.
Taking advantage of this Yrigoyen sought to solidify his power base and mobilize the supporters of the UCR for the events that would come. Batlle y Ordóñez was sent to the province of Banda Oriental, Uruguay, with this objective. The vice-president quickly started to send messages to the supporters of the Unión Cívica Radical, soldiers and common men alike started to follow his speeches and promises, soon the province was completely under the control of Yrigoyen's supporters and this started to raise the alarm of some members of the nationalist party, with some senators starting to question the actions taken by the president's party. These men, however, were silenced by no one other than Lopez, who hoped that if left unopposed Yrigoyen would pursue the prospect of total war against Brazil, even if at the cost of a state of national emergency being declared or concessions given by the opposition.
It was at this time that the storm stuck. Hoping to gain complete support of the army, Yrigoyen had ordered for pamphlets to be handed to every soldiers that expressed some kind of support for his policies. This would backfire when some of those papers fell on the hands of the wrong men... The uproar that followed this was massive. The news that Yrigoyen planned to attempt what looked like a coup quickly spread to the supporters of the Nationalistic party. Clearly angered by these news, Lopez was nowhere and was thought to be gathering support among para-military and nationalistic groups.
Yrigoyen realized that he would have to be quick if he were to suceed at his plans. On the first day of July he declared a state of national emergency and launched a coup against the national congress, abolishing it altogether and giving himself unlimited powers, backed by a combined group of militia and soldiers who supported Yrigoyen's promised reforms. Soon the armory of Buenos Aires was opened by the forces of Yrigoyen, or Yrigonists as they would come to be called, and a popular militia was formed. Soon the more experienced officers and soldiers of the army started to receive the basic training needed to fight, if needed, and the city of Buenos Aires received a new set of fortifications. The navy supported Yrigoyen and was important for his messages to be spread to Banda Oriental and other regions near the coasts or the rivers, it seemed that the coup would be a success and soon the president would be able to start his reforms.
Then Garcia Lopez and his men struck. A message appeared on the desk of the president and soon it became clear that all the Nationalist groups and parties had mobilized and radicalized, now calling themselves the "Fasces de Argentina", a group that sought to destroy the unstable regime that had allowed Yrigoyen to gain the power and on its place to create a militaristic and unitary state, backed by a strong and totalitarian leader, who would create the needed atmosphere for the eventual destruction of the Brazilian Empire. That new group was at first ignored by the most prominent supporters of Yrigoyen but it soon became clear that they presented a clear threat to his reforms, the Fasces had mobilized a rather large contingent of men, both from their supporters in the army and the populace, and would not cease their march on Buenos Aires until Yrigoyen surrended, was defeated or... destroyed them. Lopez rejected any calls for a compromise and soon president Yrigoyen had to organize his militia.
At the end of the year it was clear: La Plata was a divided nation and its weakened state left it prone to intervention by foreign powers... including the Empire of Brazil.

The Brazilian government starts the year with the construction of several railroads that will connect major industrial centers to resource-producing regions or, in Amazon, the constuction of more ports on the river. The easier transportation of iron, rubber and other resources both to Brazilian industries and the foreign market is sure to help the economy, given time. [+2 infrastructure in 2 turns; -$31,000,000]
Emboldened by the success of the new railroads, the government wastes no time in lavishly spending much of the year's budget on the infrastructure of their cities. An excess of phone lines is seen built through the cities, much money is given to the men in charge of public transportation, and many engineers are hired to bring sanitation to many major cities. While this may help the cities, the amount of money given to the men in charge is so much that they just keep what is left over to themselves. [+1 infrastructure to Brazil; -$43,000,000 to Brazil]
The government gives orders to the bureaucracy to streamline the amount of regulations and oversight on the establishment of businesses in the country, in hopes of attracting investors through liberalization. The bureaucrat in charge of it, however, has a rather perverted vision of liberalization and simply switches a word for a fancier one in the books, but does include a line about every bureaucrat needing to have a personal prostitute instead of secretaries. The Brazilian government, in a rather embarrassing blunder, ordered the construction of a naval yard in the city of São Paulo. This city, despite being a big industrial center, is landlocked and as such was not a suitable location to the yard. Luckily some bureaucrats noticed the mistake and promptly changed the location to the city of Santos, even if some of the plans were, for some reason, already laid down. Africa and Colonial Holdings
Following the incident last year with the attacks on the laborers constructing the Cape to Cairo Railway, the British Colonial Government instituted a program to train the workers how to defend themselves. However, this training took time and as such the neither the lions were killed yet, nor was any construction completed, but at least the workers could defend themselves.

Attempts to train colonial natives to fight against any possible French incursion massively backfired when the native forces of Eritrea and Somalia threw out the Italian Army and requested to be integrated into the Empire of Abyssinia.
Inspired by the success of the Dutch education program in the East Indies, the Germans introduced a similar program into their colonies. Although due to the far smaller population of the German colonies compared to the Dutch East Indies, the costs were far lower.

The British Foreign Office contemplated the situation and decided that clerks from British Guinea wouldn’t be punished nor rewarded.

The ships lost upon the Pacific had been by god-given luck been found by the new crews going to the colonies to improve the ports and not only were the boys able to get home safe and healthy, but the old ships and materials had been recovered for the U.S. government.
