You can move between the three flavours of monarchy by expanding the franchise if you have a liberal upper house (to move towards HM's Government) or restricting/abolishing it if you have a reactionary upper house (to move towards Absolute Monarchy). You can only become a Democracy by letting a Jacobin revolt succeed while you're a Dictatorship or HM's Government, and you can only become the various Dictatorships if you let Communist (Proletarian), Fascist, Anarcho-Liberal (Bourgeois), or Reactionary (Presidential) rebels win.Been playing my first Vicky 2 game as France, have a few questions:
1. Is there any way to encourage Louis-Napoleon to take over the country? Or for that matter, do you have to wait for a revolution from high militancy (I assume) to change government types?
Building units doesn't do much for your military score (except for Dreadnoughts). What increases your military score is (a) military research (b) the number of Soldier POPs in your country.2. How to raise my military score? When I'm at war my score gets much higher but I'm something like 20th when I'm not. I've tried building more units and ships but it doesn't do much, and I have a huge queue of soldiers that won't build because they don't have enough liquor. What do I need to do to empty the queue?
