I haven't played Vic 2 since it came out but trying to playing it again now after patches I seem to not be able to build my military. I am playing the US and have built a few forts, but I can not increase the amount of military units I have. Did something change? I am stuck with the same units as I started with the game. I seem to be able to build all the ships I want though.
 
Try using an NF to promote soldier PoPs in populated provinces if it's really bad, which should increase the number of recruitable brigades. Also, I think you want to keep your military budget slider around 80% max, otherwise the soldiers will keep promoting out of the army.
 
i got a little question regarding the military budget slider:
many times i read it should be arround 70, but i never really got why? what happens to my soldiers if i push this slider to 100%?

now that i ask another question as well regarding NF :)
what exactly is the difference between employees and the special workers (sorry i play in german dont know the proper translation) in factories i have two kind of workers the ordinary emoloyees and specialist and i dont really get what is the difference and what i should put NF on

specialists, do you mean artisans? they buy the raw materials and produce goods by themselves, they do not work in factories. the downside of artisans is that none of the tech-improvments apply to them.

There are two things that happen.
If the slider is 70% or more then soldiers are more likely to promote to officers.
The higher the sliders are set the more your soldiers earn, and when they are sufficiently well off they are likely to promote to something else.
This can result in high settings resulting in soldiers promoting to other things faster the other POPs are becoming soldiers.

The English names are clerks and craftsmen.
Craftsmen alter the throughput of the factory - the more craftsmen you have the more the factory produces and consumes.
Clerks alter the output efficiency - the more clerks you have the more the factory produces. This usually makes the factory more profitable as you increase production but not costs and thus any extra production you sell is additional profit.
If you mouse over the input and output goods icons on the factory you will see the effects described.
