Congo is given by event to someone, often someone inappropriate.

You can remove the event if you don't like it.

Congo will no longer be a satellite of whoever if their government falls (lots of governments fall), but they are too big to take in a protectorate war.

You can also avoid colonizing the area and when 1880 rolls around be quick to snag the decision to have the conference in the first place. If you take the decision, you can decline to have the conference and kill the whole event series.
