This error gets spammed in log

Please explain how to reproduce the issue
Have game on 1.3.0
Keep it paused - do not unpause it on start
Open Intelligentsia IG panel, and hover over Population numbers.
Error will be spammed as long as you keep mouse here.

Is there anything else you think could help us identify/replicate the issue?
Was present in 1.2.X
