Stuck unable to cast spells

Description​

When playing this is the second time I have been locked out of casting spells in the overworld, because of some bug, wherein i can't cast any spells anymore, because I am 2/2 spell slots, but no spell slots are prepped. Can't cast anymore, and can't use any improvements to get anymore. Tier 4 tomes and WAY too much MANA with so much coming in. no clue what cause it, no clue how to fix.

Hey Darkvramp, sorry to hear you've been having issues. Do you maybe have a save file for us in which this occurred that we could look at? 2/2 Spell Slots indicates that you don't currently have any Spell primed, so picking any should work. Is it possible that your Ruler is currently in the void?

no, my ruler is not in the void.
What eventually worked to fix it for my was, to verify my game files.
I tried others save files and they had the same problem. There was obviously some missing file on my end.
Either a lack of due caution during installation or updating on my end, whatever. Problem solved.
