Please explain your issue is in as much detail as possible.
The unity cost for the "Damn the Consequences" edict is applying to my empire despite being below the edict cap, and its cost alternates every month

Steps to reproduce the issue.
start a game as overtuned, activate "Damn the Consequences", and the unity production of my empire tanks. I'm playing as a corpo authority if that matters.

I've already reported this bug, no reaction from the devs:

If you want to unlock the usage of the empire's edict fund for this edict by youself, you need to change the line "category = edicts_unscaled" to "category = edicts" in the file "Stellaris\common\edicts\00_edicts.txt" in the section "damn_the_consequences = {":

This edict's default upkeep is 83,3% of your current unity production, but it can be decreased by the "Edict Upkeep -XX%" empire modifier.
 
Devs said a 2-3 years ago it works as intended, i also googled it.
Thanks, really. But I thought this is the official bug report forum, not the community one, they could just mark such threads "As intended", it wouldn't take much time.

I disagree with the fact, that this edict doesn't use the edict fund, but if it's really not a bug, I'll just keep fix it for myself only, it's ok.
 
I've done a few more tests, and this edict's upkeep calculation is VERY strange. Each month the game takes your montly gained unity amount (prodiuced - consumed), adds 1 (don't ask why the devs used "base = 1" instead of "min = 1"), and devides the result by 1.2, which is similar to taking 83.3% of it:

But this upkeep cost also affects the next month's consumed value and it would be cheaper next month, then more expensive again.

It's so weird! The devs could use "resource_revenue_compare" instead of "resource_income_compare" and unlock the edicts fund usage, or even make it relatively free, but with some modifier "Monthly unity -XX%"... IMHO, this edict needs some rework.
