"arm privateers" as machine empire doesnt do anything

Please explain your issue is in as much detail as possible.
when running the arm privateers ops as a machine empire (specifically as a dexterminator) the operation doesnt acutally do anything (no pop up, no spawned pirates), the op just ends and fizzles out

Steps to reproduce the issue.
be a machine empire, (dexterminator specifically), be a machine god of infiltration and pull the "arm privateers" operation, fail, and still get the - 60 intel

It happen with me too. I had a regular empire, as reported above.

"arm privateers" doesnt do nothing. And because of that is IMPOSSIBLE, to get the achievement "

Tinker, Tailor, Soldier, Blorg"​

be a regular empire and pull the "arm privateers" operation, fail, and still get the - 60 intel. I TRIED MORE THAN 10 TIMES IN MY GAME.
