Steam continually pausing itself on downloading game

Hoping to get some help. When I try to install the game from Steam, it tries to start, but then immediately pauses itself. Resuming the download results in another immediate pause of the game download. Any thoughts on what could be causing this?

Restarting Steam usually fixes that hiccup when I've encountered it in the past.

Something within steam itself getting tripped up when the download manifest changes unexpectedly.. is my best guess.

Are you currently running another game? There is a setting that turns off downloads while you play.

Other than that: "Have you tried turned the device off and on again?"

The solution turned out to be clearing the download cache in Steam, then deleting the folders created in x86/steam/steamapps, then closing and restarting Steam. Thanks!
