I'm pretty sure traits like that are things that the general either spawns with or doesn't. If you have the pp you could try recruiting a bunch of level 1 generals, though I doubt it's worth it. Just leveling any old leader is good enough in the vast majority of situations.
 
Traits are defined as background, earned, or assigned (general/admiral and terrain). You can't earn background traits, but occasionally when you recruit a new general he will start with a random background trait or two (sometimes crap like old guard and politically-connected, other times stuff like panzer leader and brilliant strategist).

I always go for combined arms over panzer expert, since mobile infantry have higher defense than tanks (therefore the bonus is more impactful) plus I lean towards heavier motorized infantry rather than tanks in my early tank divisions (once I get a lot of mediums building I switch to 50/50 or 60/40 with SPA). Panzer expert makes the most sense if you're building infantry tank--aka Space Marine--divisions (since combined arms won't affect regular infantry).

Brilliant strategist is either part of their makeup if a historical general, or the luck.of the draw if creating a new one.

Panzer as long as you have Panzer forces for them to lead. Motor Mech if you are going heavy on that in you templates with less armor. Pair this with the proper doctrine side.

Wiki on this is pretty good. You have:

  • Traits that general must start with: (reckless, media personality, brilliant strategist, inflexible strategist, old guard, etc). It's worth knowing these, because they weight where the commander is likely to gain skill on level up. For example harsh leaders and cavalry officers have weights toward attack + logistics.
  • Traits that must be farmed: Organizer, infantry/cavalry/panzer leader, commando, skilled staffer, terrain traits
  • Traits that you can pick after unlocking others from farming: Infantry/cavalry/panzer expert, logistics wizard, adpatable, etc.
Farming desired traits on a general likely to progress in the way you want can significantly influence how well your troops fight over time. You can get > +100% towards infantry divisions for example, and that applies to all of their damage, defense, and breakthrough. You can make tank divisions hit harder and move a little faster. You can halve the terrain penalty of things like hills/forest/mountains/jungle. Lots of useful stuff and no one general can have all of it, so it's good to plan out what you want/need.
