How to decrease the number of unwanted pops?

I am playing as Sweden and I have acquired Schleswig Holstein. There are 1 M of North Germans discriminated (level 3) constantly revolting. I supposed that this should have lowered their birth rate, slowly decreasing their population, but it is not happening (they have a whopping 4.4 birth rate for whatever reasonI). If it is impossible to replace them, how can I make them leave? Is migration controls enough or should I enact open borders?

You can use brutal oppression with high unrest or buils max agricultural buildings (while monopolising railways and not buuiding them), so pops can't work in them nor buy anything due to low infrastructure and SOL of 2-3 + brutal oppression result in a huge population loss.

I think it would still be better to use the movement they will create to pass less discriminatory laws tho.

Instead of trying to get rid of them you could change your citizenship laws.

I mean North Germans are pretty much Swedes with a silly hat. Both are European heritage and Protestant.
