how do "scornful insult" work for PP?

HI,
In my current game I tried thrice to use it, once again my rival, once against a country which was rivalling me and one with a rival which was rivalling me at the start of game (11 /11 /1444).

None of those gave any PP.
So I'm quite lost. When do I earn those PP?

You earn ten Power Projection points when you scornfully insult your rival, while not having a truce with them. However, before you do that, check your current power projection. If you still have some left from the previous scornful insult you sent, even just one point, you won't get anything, so you need to wait for it to tick down before you can do it again.

Edit : forgot to specify that it doesn't matter if your rival has rivaled you back or not.

Well that's strange. In 11/11/1444 there was no truce between me and the rivals I tested on... and I earned no PP.

Regarding the truce thing, what the game actually checks is if you are able to declare war on the rival you're insulting.

On 11/11/1444, you can't declare war on anyone. If you wait one month before insulting, you will get the power projection.

That's not how it works though. Just a couple weeks ago in my Ottoman campaign I got over 50 PP for the extra monarch points with the initial GP PP, the Varna event, an embargo and scornfully insulting the Mamluks. So you can definitely get PP from insults before the 11th of December.
