Yes, the expansion content starts at Tear Cliff. There should be quests there that takes you to the rest of the expansion content that is in the top right corner. If you don't already own the expansion, the game will link you to the expansion in the Steam store after completing the first quest at Tear Cliff.
Good to hear that it worked out in the end. I didn't think about the main quest line showing up before the expansion quest line actually.
