In historical games sometime in early 1941. Defender is Ecuador.
But to be honest I'm not sure a guarantee will work, it's some event that triggers the war.

Defender is Ecuador, after Gran Colombia broke apart many nations took portions of Ecuador's territory, Colombia itself, brazil a little bit and peru too. peru never recognized Ecuador's territory after they became independent from Gran Colombia and had expansion wars many times throughout the century against Ecuador, with the one happening during HoI4's time period being the most succesful for peru and most brutal for Ecuador. In most wars peru just took territory and that was it, in 1941 however they were burning down cities in provinces they didn't even claim and killing non combatants indiscriminately (Ecuador's soldier count that faced peru at the border during the war was 3k soldiers, so most of peru's kills that makes them proud and they like to taunt with on social media like tiktok were not even against soldiers but civillians yet the west never condemned it...) also doing certain evil acts against women and children en masse in their occupied provinces, etc all well documented. The usual things that the democratic freedom loving west condemns and mind you Ecuador was a democracy during that time while peru was a dictatorship but despite that the USA sided with peru at the peace table as peru was a better potential economic partner and ally in south america at the time, so they escaped any sort of condemnation or consequences and unfortunately nobody cares about small indigenous people nations like Ecuador.
Edit: to add, Ecuador and peru have had no more wars in this new century, the last war was in 1995 and Ecuador won with help of Israeli advisors and as a fun fact, Ecuador's tactics in 1995 were likened to that of the Viet Cong in the Vietnam war, however it was a victory with no changes to the border since the numerical difference in personnel and military equipment will always be too inmense (Ecuador only won in 1995 in the sense of keeping their territory and being allowed to "own" a cementery inside peru where they could bury their dead soldiers of the 1995 war, even in victory it sounds tragic no?), every single other war peru won and some like 1941 they won big. There is no bad blood currently and as pathetic as it sounds we Ecuadorians are grateful peru chose to not wipe us off the map when they could have in 3 different occasions. Making this edit hoping people don't misunderstand my comment as anger or hatred, it feels a bit impotent talking about it but for us citizens of small nations to be forever invaded and forgotten we take the chance to teach others that we exist, and that we are well aware that because our countries are so tiny we are at the mercy of our neighbours will, we pray that good relations will last forever and that the current and future generations of south americans can live as brothers indefinitely, as Bolívar once dreamed.
