GOG Cloud Save does NOT save Pantheon

Description​

A fresh install of the game (bought on GOG) had my current game data (i.e. I could continue my running campaign) but did not have any of my Pantheon data (unlocks and heroes).

Edit:
Worth noting that all custom factions are also gone/not saved...

Steps to reproduce​

1. Have a working installation of the game with something present in the Pantheon (heroes/points spent). Preferably with an active/running campaign.
2. Uninstall game (including deletion of the files at C:\Users\<USERNAME>\Documents\Paradox Interactive\Age of Wonders 4)
3. Reinstall game
4. Verify that the Pantheon unlocks are gone (but the active/running campaign is present).
