experience gain

Being above the leader limit reduced xp the leaders get
is there a cap outside of -100% ?
are there sources of experience which are not subject to the xp gain penalty?
i know there are some ways to gain xp for councilors, is there a way to gain xp with the 100% penalty for planet rulers or those on the field?

I am pretty sure they changed it so you no longer can get -100% experience gain. It'll slowly approach 100%, but will never reach it.
