Uhm I need to know.

When you enlist a scientist from an enclave, how do you choose the traits?

And how high is the possibility of an enclave scientist having psionic theory expertise?
 
If you are a materialist empire it's only possible to draw Psionic Theory (the start of the psionics tree) if the scientist in charge of your society research has specifically Expertise: Psionics. The Curator trait does not work for this. Once you've got the base tech you can draw the others without a Psionics scientist but the chances get cut in half from their already low probability.

150 years in, you usually unlock the psionics techs one after the other if you have researched the first one. But as a materialist, you should forget about psionics and care only about the synths .

Unless you get a Psionic Expertise scientist (which is rare, but not impossible). In that case you should put them on Society Research and use Encourage Free Thought, Society Research Grants and some planetary edicts for your research worlds to get as many psionic technologies before they die.
I once managed to get everything but PSI-JumpDrive within 10 years by focusing everything on society research.
