Summary
Colonization Speed is negalitively affect by colonizer population in stateDescription
When colonizing a state, population of the whole state is taken into account instead of only pop of the country getting colonized. It lead to development issue for country like Argentina, Dutch East Indies or Australia for example. See the screenshot for situation in 1836 in Buenos Aires. You may notice a strong x0.7 debuff to colonization speed and this debuff get bigger the more people there is in Buenos Aires so it's simply impossible to colonized it before 1870.See the other screenshot, I actually manage to get Rio De La Plata because it need 10 out of 12 state. Its 1881, I didn't finish colonization of Buenos Aires.
The whole issue make Rio de la Plata extremely hard to get if you don't get the "unlikely kingdom" as you can't colonize Argentina fast enough compare to Argentina identity completion. Also it make it impossible for Argentina to get Patagonia before Chile.
As a side note, please consider putting Argentina Identity behind Pan-Nationalism instead of Nationalism in order to make it easier to form Rio De La Plata. It make it actually very hard for no real reason.
I had my Rio De La Plata save for example, it was done in 1.9.7 tho.

Check Colonization speed of the state and note populationi around 272k people
Check population of Buenos Aires, it's 242k in Argentina and 30k people in Mapuche
