I wonder whose idea this "feature" was? Can we hear from them on what they thought it would add to our gameplay experience?
Realism, variety, and actually old-looking people. Most people are covered by hats and crowns anyways, so I'm not sure what people are bothered by.

I personally like it as a feature. It adds in an extremely common trait many many men have, and in a way where it isn't just the hairstyle they get at 16 and live with their whole lives. But yeah, I would also like to be able to make the choice in the character creator.

I didn't like how every single man had full and luscious hair well into their 50s which doesn't make sense, when in reality even people as young as 20 can lose their hair. This change is welcomed for sure and I really like it.

Only problem I have with it is PDX didn't make a proper research on what value to put on which ethnicity.

As someone who thankfully favored his maternal side on hair this is a really sensitive issue for me. My maternal uncles are all 60+ and have dense hair and in their youth had sparse body hair whereas my father is a ball of fur and was already bald in 35 and even the women on my paternal side lose their hair in their old age. I (closer to 30 than 25) have thankfully very dense hair, denser even than my uncles and almost as sparse in body hair but Mendel could really have decided to go the other way around and even the thought gives me the shivers.
 
While not in the game UI, it is still not too hard to change. Go to the change appearance section of the ruler designer. Then click the Copy DNA button at the bottom. Then paste it into a text editor like Notepad. Find gene_baldness={ "male_pattern_baldness" XX "male_pattern_baldness" XX }. Replaces the numbers (in example shown as XX) with a number from 0-255. The first number is active gene that affects your character. The second number is your inactive gene that has a chance of being passed on instead of your active gene (kinda like dominant and recessive genes though the probability is not quite the same). Once the genes have been edited, copy everything (i.e. all the genes) and then click the Past DNA button inside the ruler designer. Note the gene will not have any affect while in the ruler designer, only once in game will you see the effect.

The number is the age at which the gene turns on for adult men with 0 being age 0 and 255 being age 100 (note this gene has no effect on women). Below are some values you can put in for some specific ages (edit: certain hair styles, at double their initial balding age, have a stage 2 level of balding):
Age 20: 51 (edit: age 25 is coded to be the minimum balding age, though this will still make for an earlier stage 2 level of balding)
Age 40: 102
Age 60: 153
Age 80: 204
