One of the big problems in early game is affordability. In early game I'm not going to be building castles. But I still can use some cheaper version of castle. This is where a simple fort level 1 would come into play. I know the Natives in the new world can currently build fort level 1.

But that should also be buildable in the provinces which can be upgraded upward to higher fort levels if desired. It shouldn't be able to stop Armies from passing through since small forts are too small for them but it should decrease enemy movement speed. They should be able to help reduce neighboring devastation.
