AI keep continuing not using subventions

Description​

AI keep continuing not using subventions, and continue to set low tariffs on most of the goods.

I have seen that the trigger is coming from the file "01_admin_strategies", that is based from good_stances, and the current existing triggers are:
wants_high_supply -> set import tariffs to 0
wants_export -> set export tariffs to 0
does_not_want -> set import tariffs to max

This make trade more unefficient because even if a country want to export some good, the AI will not set any subvention to push the trade?

Can you please fix it or at least gives to the modders other triggers to set up the tariffs/subventions?
