Settlements, cities and such feels so underused so why not do more with them?
Nomad territory:
The most primitive territrory and the only type of territory a migratory tribe can have, it have following properties:
Semi Settled territory:
A bit less primitive than nomad territory and the normal tribal territory, it have following properties:
Settled territory:
Require a city in the province, once a city is built in the province the semi settled territory will turn into settled territory which make cities alot more important than Before, especially for tribes in which they can make a huge difference but it also mean it is harder for civilized nations to civilise tribal nations. Settled territory have following properties:
Quite expensive to build but is important because a city in the province convert semi settled territories into more useful and productive settled territories, but the cities themself are also different:
Extremely expensive, cant be founded by tribes and require a highly urbanized province (3 cities) Before it can be even founded. Also each province can only have a single metropolis which must be the province capital of that province, but it is well Worth the investment:
Nomad territory:

- 0% civilization value
- Very low pop capacity and pop output
- Higher than normal population growth speed and migration speed
- When a pop migrate, it become a migrant unit and start at the provincial capital to reduce Micro
- Can be settled by other migrant tribes but if occupied by other nations the pops leave to other territories and it become unoccupied
Semi Settled territory:
A bit less primitive than nomad territory and the normal tribal territory, it have following properties:
- 100% tribesmen
- Tribesmen produce goods
- 20% civilization value
- Boost to tribesmen happiness and output but low base output
- Rather quick migration and normal pop growth
- Higher pop capacity than nomad territory
- Can be settled by migrant tribe and become nomad territory
- Can only build fort in the provincial capital
Settled territory:
Require a city in the province, once a city is built in the province the semi settled territory will turn into settled territory which make cities alot more important than Before, especially for tribes in which they can make a huge difference but it also mean it is harder for civilized nations to civilise tribal nations. Settled territory have following properties:
- 100% slaves
- Slaves produce goods
- 40% civilization value
- Can build all territory buildings except for tribal settlement which is now built in the semi settled territory
- Higher pop output and pop capacity than semi settled territory, also produce more food.
- Slower migration and same pop growth as semi settled territory
- Can't be settled by migrant tribe, they have to first destroy the city so the territories eventually become semi settled again.

- More expensive to found for tribes compared to civilized and migrator tribes can't found cities or even have cities, they have to destroy them or become settled
- Higher base output and pop capacity than settled terriory but produce less food
- Can build all city buildings

- Pops trying to migrate to a metropolis get a huge boost to their migrantion speed making it develop quickly
- Can build all city buildings
