Should the province of Leipzig be an inland center of trade?

We've added some more centers of trades globally in 1.20, especially in nodes with just 1 right now.
Saxony will be getting one :)

Just a random idea about this: did you guys ever consider doversifying the centers of trade into "important CoT" and "regional CoT"? The regional CoTs could give a mere 5 trade power, but could be upgraded during the course of the game to an important CoT giving 10 trade power. Staying with the saxon example, Praha could be an important CoT at game start and Leipzig a regional CoT. When the owner of the important CoT (Bohemia) is at high war exhaustion and/or has negative prestige and/or the CoT is occupied by rebels, the owner of the regional CoT (Saxony) could get a decision/ event/ event chain that turns the regional CoT into an important CoT. Ofc nothing is for free: it would cost Saxony some MPs, Bohemia's opinion of Saxony would deteriorate by -50 and it could receive a cb trade conflict (I mean the one where taking provinces is not allowed). Something like this might add some flavour and dynamism to the game, don't you think?
