Game won't launch, Steam Error 53 or App load error 65434

Game worked when I first launched it but a few weeks later I tried again and I get this. When I launch from Steam I get Steam Error 53. When I launch from the Rome.exe file I get the launcher screen and after I press the Start Rome button I get Steam Error: Application Load Error 5:0000065434

I've updated my MS Runtime based on info in other threads, no change.


EDIT: Just reinstalled, now I'm noticing something weird. I'm launching Europa Universalis: Rome - Vae Victis but the error dialog says Failed to launch EU Rome Gold Edition. Do I need both installed?

It seems that Steam creates 2 different entries in your library, one for Gold Edition and one for Vae Victis, however the Vae Victis one is an error and doesn't work. Always launch the Gold Edition and it has Vae Victis loaded.

What OS are you using? If it's Win10, have you tried running it as an administrator?

I'm using Windows 7 64-bit.

I did manage to get it working though. Not sure what I did. I downloaded all of those redist files, among others, and most of the time they kept saying there was a newer version already installed. Each time I'd try to run the game and get the error. I tried reinstalling a few times, rebooting a few times and then one attempt, and since, it now works.

And I was running as administrator the entire time. I actually have UAC switched off.
