I haven't seen any details on this. I don't know if there will be a workshop feature, but because this is a PC-exclusive, I'm hoping we can at least open up the game's folders and find some easily accessible .png, .jpg, etc. to make adding additional portraits easier. Pillars of Eternity supported custom portraits, so I wonder if Tyranny will carry over this accessibility.
I love the original images, but I had someone else in mind for my villainous protagonist.
Edit: I discovered a big clue that custom image support may be included. In the released portrait images of Barik, Verse, and Lantry, their images are all png's with a size of 210 x 330 pixels -- the exact same as Pillars of Eternity. No way is that just a coincidence. If it's the same as Pillars of Eternity, I assume each Tyranny portrait also shares a smaller 76 x 96 image. I'm also curious if these portraits will share a similar folder structure of Pillars, which was PillarsOfEternity_Data\data\art\gui\portraits\player
