Currently, Hydroponics Farms trade both farmer jobs for a single angler job on wet worlds for empires with the Anglers civic. This is a pretty subpar trade, especially since you can only make it on worlds that already have uncapped agricultural districts for you. Also, it doesn't exactly make sense for hydroponic farms to have anglers working them.

I propose that empires with the Anglers civic should drop the Hydroponics Farms building entirely, and replace it with an Aquaculture building that produces the civic jobs on any colony type.

Aquaculture Facilities
Aquaculture facilities breed nutrient-rich fish tailored for consumption by local Pops. They also grow cultured pearls.
  • +2 Angler jobs
  • +1 Pearl Diver job
  • Construction: 360 days, 500 minerals (+100 minerals compared to Hydroponics Farms)
  • Upkeep: 2 energy on wet worlds, 5 energy elsewhere
I think a fish and pearl farming building makes more sense, and it allows you to get some use from your civic-unique jobs in places like habitats or unterraformed worlds.

(Also, the Watery Grave planet modifier should totally give an output bonus to Pearl Divers.)
