AI strategy tooltips use wrong country

The tooltips DR_STRATEGY_ACCEPTANCE and DR_STRATEGY_RELUCTANCE replace $US$ with the actor of the diplomatic action while it should be the recipient.

Here's a link to Venezuela. However its applicable to all possible invitees, Peru, Dominican Republic, etc.

I even had this bug when Germany capitulated, then joined the East Asian faction.

Nope, the string does not get the necessary data. You can imagine it like printf() in C: printf("%s has strategic reasons to reject:", sender). It can only be fixed by the developers in code.
