When Italy chooses the option wtt_germany.8.a, the national idea GER_preparing_ITA_coup does not get set. Germany can still proceed with the assassination though, because the national spirit is not a requirement for it.
This seems to be unintended because wtt_germany.11 has the following comment:

# It is done (no choice needed because decision was taken in previous focus's events)

Indicating that Italy should have had a choice at an earlier moment.

Reproduction steps:
* As Germany, for the Assassinate Mussolini focus
* As Italy, reject the offer

Expected:
* Germany can not proceed with the assassination

Actual:
* Germany can proceed with the assassination

frankly speaking i kinda preferr it this way, it gives a sense of how much germany is so powerful that it can influence italy politics, but of course this is just my opinion ^^;
