Description
States with no cores have no resistance nor compliance on them, meaning they are stuck forever at 0% resistance and 0% compliance, and their controller can't get the bonuses of high compliance, having -65% resources, -75% factories, -50% max factories and -98% manpower forever. I don't think this is intended, it sounds odd.

Examples are Konigsberg (after WW2), Zara or Alaska. No country can use their resources because compliance can't be increased.

Possible solutions:
As a general solution: allow for states to have resistance and compliance, or maybe just compliance, if they have no cores on them. The only condition for having resistance and compliance should be "controller doesn't have a core on this state", right now that only happens if the state is also somebody else's core.

As partial solutions: make sure these states have at least one core.
Zara should be Italian core (according to censuses, it had Italian majority, which Tito expelled after WW2), and Croatia and Yugoslavia could have cores too as there was a significant Croat population.

Konigsberg after WW2 should be a Soviet core because the state was repopulated with Russians the same way as German lands were repopulated with Polish and in the game they become Polish cores. Alternatively, it could be a core of East Germany.

Steps to Reproduce
For Zara: start any game, look at Zara. Even if the UI shows no resistance nor compliance, it actually has the maluses of 0% compliance forever.

For Konigsberg, win WW2 as Soviets, annex Konigsberg, wait for German Reich to lose cores, now the state doesn't have resistance and compliance.
