They have different studios working on different things, I think ones only making DLCs and expansions to existing games.

You might be confusing things here. We do have different studies, e.g. Paradox South, but they don't work on our internal titles. Internally we have several teams, but it's still the CK2 team making the CK2 [gameplay] DLCs.

Its not being done by AGEOD, its being done by an external party. Nothing that Paradox Development Studio is involved with.
