[VV] antagonist laws are available

in monarchies the two laws which change the omenchance and omenstrength (one -10 chance and +10 strength, the other +10 chance and -10 strength) are available at the same time. thats because the allow-option in missions/monarchy.txt links to false laws and not to exclude the opposite law.

"The Power of Omen" and "The Belief in Omens" are not mutually exclusive. Just like You, I believe they should be - I am reporting the issue, thanks.

... but "citizenship_for_sale" is not a "false law", it's probably not the appropriate one to check for, in this case.
