The 1898-1899 Civil War, Part 2: The Tide Turns​


By 1899, long months of the bloodiest fighting in Chilean history had ground down the armed forces of Chile to a shadow of its former self. Prior to the war, Chile had fielded a quarter-million soldiers with no draft and neglecting militia; by 1899, the total forces of both sides had been reduced to less than a third that number. De Porto's army, though not totally destroyed, had been reduced to a ragged force unfit to fight by the end of the 3rd Battle of Santiago and withdrew to Vina Del Mar to recuperate. The only remaining combat effective force in the entirety of the Nationalist Army was Sebastian Hidalgo's. Though Hidalgo had been routed after the 2nd Battle of Santiago, months had since passed and his army had been reinforced by a large number of nationalist militias, volunteers, and conscripts. All in all, this force numbered roughly 60,000 men and in Hidalgo's words "could be the last hope for our victory." However small it might have been compared to the initial size of the nationalist forces, Hidalgo's reinforced Army of Patagonia now far exceeded Fuente's People's Metropolitan Army, which was still only 20,000.

Fresh from months of rest and reinforcement, Hidalgo marched north to Santiago from Neuquen and joined what he called "the final battle for Chile" in early January, though casualties were largely equal on both sides, ultimately Fuentes and Hakkihäälenin could not overcome Hidalgo's vast numerical superiority. After a month of fierce fighting, Hidalgo overran Fuentes' lines on Santiago's outskirts in early February. Fierce fighting would continue street by street, building by building throughout march as Hidalgo's forces flooded the city, and though Hakkihäälenin and Fuentes fought for every street, they ultimately could not hold the city. Hidalgo's Army of Patagonia seized the centers of government in late march and struck the Hammer and Sickle from La Moneda on March 20th. The People's Republic of Chile had lasted less than three months, and its reach had never extended beyond the greater Santiago regions. Both communist generals, Fuentes and Hakkihäälenin, were found dead in La Moneda, both apparently killed by enemy fire. Rios was nowhere to be found - rumors regarding how he escaped persist to this day.

Fernandez and the nationalist government of Chile returned to Santiago in early April to meet for a conference on a new government: a one party state. Still, all their opposition had not been eliminated, and the 3rd Republic, however small, had not yet perished from the earth.

In June 1898, President Maximillien de Conti had not arrived at the meeting of the nationalist conspirators. He had not been aware that Fernandez had plotted the overthrow of the Republic (or so he said). Word of the Communist had reached him before the Nationalist's, and though he ultimately condemned both as betrayals of the Republic, he had initially reacted to the first and not the second. When De Conti heard that 150,000 Communists were marching on Santiago, he urgently telegraphed Chilean Mainland Naval Command in Valparaiso, and ordered Fleet Admiral Eduardo Alvarez to prepare the navy to escort the government of the Republic to the Canal Zone, where they establish an emergency provisional capital for the nation. Alvarez, of course, complied. Fernandez and his co-conspirators wondered why the President never arrived at their meeting: the answer is that their message never reached him. Their courier delivered their summons to an empty desk in La Moneda, the President having already evacuated, along with the few officers of government who remained loyal to him, to Valparaiso. The ever-loyal Alvarez was waiting for him when he arrived, and a fleet of 37 ships conveyed the President northward to Panama.

De Conti and Alvarez received word of the Nationalist Coup while at sea, and they arrived in Chilean Panama amidst some apprehension, as there was no news of Rivera's allegiance in the struggle. It seemed that save for Alvarez, every officer of the military had either declared for the communists or the nationalists, and Republicans were few and far between. Despite this, De Conti arrived in Balboa to find an honor guard of 24,000 saluting soldiers lining the port and presenting to greet him, as Rivera reported that he, like Alvarez, was always faithful to the Republic.

President De Conti held an emergency war council in Balboa with scant attendance: only Rivera and Alvarez joined him, as all other high-ranking officers and ministers of government had declared themselves for other causes. As Rivera put it "the chances of us retaking the mainland with our present forces are fanciful." Ultimately, Alvarez advised, though they commanded the largest navy in the southern hemisphere, "the best thing we can do is wait and hope that the supporters of the Republic will answer our calls. The mainland is lost to us now, but someday we will return to reclaim it."

And today, on this great day, as we all see, Liberty has lead the People to freedom from the shackles that Rios and his cronies had dared to try to imprison upon us all!

De Porto led his army equally as well as I had; if not, he was the better of us both. His army survived the most brutal fighting of all, and his delaying tactics allowed for my Army to recuperate to strike the final blow in Santiago.

We have all played a part here. A new Republic, a new freedom, a new birth for the people, has come to bear on Chile; all that remains is to shape this Republic into the greatest Power that the world shall ever see.

And I, as well as Senor Miramontes, believe the Republicans should be forgiven. They have not committed the atrocities that the Communists have. They should all be pardoned.

It seems my initial fears towards Fernandez's coup proved false. The Communitas has been delt a crushing blow, and Chile is now forever safe from their vile clutches. I move that a council is quickly called to vote for who shall be our new President, as it is clear de Conti shall not be keeping his word.

These old bones are Agitating as well, I think we have much to discuss about doing for ourselves what the original republicanos did during the Cesarian period.

Though it seems that the only ones agitating, besides those within the Canal Zone, are made up of Communists and Socialists, men who attempted to overthrow the Republic as well. You hold nothing in common with those great men during the tyrannical reign of Cesar.

Perhaps a client state could be created in Panama? Not a serious thought, but a possibility I'd like to throw out there. Also, if we choose to forcefully reintegrate Panama back into the Republic, I feel that de Conti, Rivera, and Alvarez should not be tried for treason, as they have steadfastly supported the official, if ultimately incapable, government.

As well, congratulations my comrades; Chile has achieved an immense victory over the communists. Since our forces are still weak, perhaps we should allow ministers and generals to hold dual titles, if only to better ensure stability; at least until the army is rebuilt and the government reorganized.

Fernandez does not lead us, and we have the support of the people. A council will be erected to choose our new President, a council of intelligent and patriotic individuals, putting the nation and people before their ideologicial beliefs. The fact that we could only have thrown out the Communist traitors is due in a large part to the thousands of volunteers, knowing exactly what life under the Communists would have been like. Chile's new direction is neither tyrannical nor unloved, and will be a shinning beacon before the entire world.

You admit from your own mouth to be creating a dictatorship. Any form of government other than a form of democracy is a dictatorship. A council cannot elect a leader for the people, the people must choose their own leaders!

I and every other free Chilean will fight to the death to liberate the people from this oppression!
 
Elections with banned parties are against the Constitution and are not democratic.

Elections with voting weighted against the common citizens are against the Constitution and are not democratic.

Elections beset by purges and state terror to prevent the "wrong people" from voting are against the Constitution and are not democratic.

Chileans democratically enacted the legalization of all trade unions and democratically enacted measures to constrain executive power, such as the Chief of Staff.

And most of all, Chileans did not vote for you and you do not fight for them! You have no legitimacy to set up any sort of council or to administrate elections.

The republic must be restored with a clean slate so that the people's will can flow like a river through the halls of power!
 
Truly this is a glorious day for Chile! We have destroyed the red menace and now cries of nationalism can be heard from the highest heights of the Andes! Finally we can give the people what they deserve, an effective government that will provide stability and economic prosperity! We govern now for the general welfare of all!

I propose that we proud, bold, unfaltering members of this new dictatorial government make every effort to promote industry and immigration. This will help our economy bounce back from the devastating civil war that has torn our cities to shreds and pitted brother against brother. I hereby officially invite all who Chileans willing to undertake the reconstruction of our nation with me to the first meeting of the Capitalistas, a political sub-party within the current national government.

The Capitalistas will be primarily concerned with endorsing a free market, Laissez-faire, pro-immigration policy above all else. While I believe that Chilean society must have a strong moral center and military, these matters are secondary in my eyes. In order to maintain a stable society we must first create an environment conducive to economic growth. I see the previously laid out policies as the quickest and easiest way to create this environment. Join me, my nationalist allies! Join for a brighter tomorrow!

People of my beliefs did not stage a coup or try to destroy this country. Everything we have done has been to defend the institutions of republicanism from De Conti and now Fernandez - and you have legitimized everything we have done with the fact that it has come to light that De Conti was in on your "National Revolution"!

None of you have any legitimacy or right to govern Chile, while we have every right to continue the fight for self-defense that we have been fighting ever since the assassination of Armando Renin by President Rivera's unconstitutional purge!

Until couriers can reach Pablo Garcia with plans to restart the government of the republic as an underground movement, I shall be organizing; here from the underground; members of the democratic Resistance as The Libertadors.

Viva Free Chile! Viva democracy! Down with the National Revolutionaries!
 
Why should we adopt laissez-faire? We cannot allow the capitalists to run amok unsupervised, for if we do so then the common Chilean man will inevitably be hurt in the process. No, the state must intervene, to make sure no class can exploit another, and so that we can avoid the class warfare the communist rebels are trying to force on us.

The state must have a heavy hand towards the economy, in order to make sure that every Chilean is doing everything they can to further the glory of the Fatherland.
