So I was playing a Game as Nepal, the only other Country besides the UK that can produce Gurkha Units, I noticed, however, that there was a limit to the number of Gurkha units I could Produce, even when I had more than enough manpower to do so.

So my Question is: Are there limits to the Total amounts of Special Units that can be created and deployed? Or is there a limit to the amount of special units that can be in production at a single time?

There is a soft limit, but I'm not positive what that is. I think it's some base number, plus a percentage of the total number of brigades in your army, so if you build a lot of units, you can get a few more. For a small country, it's going to be hard to raise the limit.

Ah, I guess it is fair that Nepal can't amass a massive army of Super-Mountain/Paratroopers against possible Japanese threat.

Weird thing was, I was able to Buy a production license from the UK to produce a few Burkhas for me.

Well burkhas are probably more ofa Pakistani thing than Nepalese...sorry couldn't resist.^^
Maybe there is an extra counter on the UK's gurkhas that was not maxed out yet.
The usual limits for these "elite" forces are 4% of your total infantry brigades count (INF, MOT, MEC), but at least 6 brigades.
