Playing an Ironman game in India right now. The year is 825 and I've managed to form the Bengal Empire and subjugated two extra kingdoms.
Since I can only subjugate once a lifetime (30-50 years of rule for most Indian rulers, and then ~15 years to get the required Karma), and I have no de jure claims left to push, I'm trying to fabricate claims just to have something to do.
I have not managed to fabricate a single claim for over 60 years.
All my chancellors have had 19+ diplomacy, so I have something like 15-19% annual chance of success. Does the random number god just hate me, or is there something in the game mechanics preventing emperors from getting claims?
