So i'm currently playing my empire of Eire game (custom empire) - i control the lands of britannia, france, aquitaine, half of italy and half of bavaria. I changed religion to cathar but sadly most of the HRE is iconoclast right now - but anyway.
As i'm playing as elective i found out that i cannot hand out every kingdom as vicekingdom, otherwise the -5 malus for every viceroy on my dukes will prevent my designated heir from taking over.
As there are no longer penalties for vassal kings i began handing out smaller kingdoms directly (like wales, scotland, ireland) and using the big ones (england, france, aquitaine) as viceroyalties.
