I'm playing as an Axis Greece, normal difficulty, all expansions, started in 1936 but the the game is at Jan 1, 1942. I have several questions.

1. After joining the Axis my relations with Germany have steadily dropped. Why? At first I thought it was because I didn't accept Germany's call to arms for their war vs the Allies, so when my relations were at -50 I accepted the call to arms. However my relations continued to drop and now they're stuck at -185! Why?

2. Radar. I researched it, built one right next to the Soviet border, and researched the tech that lets radar stations be used as listening stations. I still don't have any better intel on Russian units! I'm not at war with Russia, is this why?

3. Magical theater HQs. During my conquest of India I ran across 2 British theater HQs. Every time I attacked them they routed as normal, but then, after they ran out of friendly adjacent provinces to flee to, they started popping up in any province in India! Why?

4. NAV bombers. I license-built 4 of the best NAV bombers money could buy. I made sure their commander had the "fleet destroyer" trait. I found my first target -- a lone damaged British battleship at port -- it is already at 0 org and 50% strength, all I have to do is finish it off! I sic all four NAV bombers in a port strike against the ship. The port facilities and AAA are quickly destroyed, the BB just sits there and takes the punishment! 100 sorties later my 4 NAV bombers are out of org and unable to continue to attack. The BB is still at 50% health!!! Is port strike worthless? Or is it the NAV bombers that are worthless?

5. I score the final victory point against Australia. My war goal is to puppet Australia. This has allowed me to puppet several other nations. But this time instead I get a message that Japan enforced conquer on Australia. While Japan did score the first victory point against Australia, I captured almost all of the rest of them. How is precedence assigned in this situation?

6. Nuke research. In 1939 I stole the first (level 10) nuclear research tech from France. This inspired me to try and get nukes. I set aside 2 leadership points, so that I could research nuke theory and the main nuke tech. I also assigned a minister who reduces nuclear theory decay. Even so, my research is so slow (even with pact of steel and my other research bonuses) that at this rate I'll probably finish the final tech about 1946 or 47! Does this sound right, or am I missing something?

7. My entire freaking navy got sunk after twice blundering into major Japanese-British battles. Now I'm trying to rebuild by license-building light cruisers from the Japanese, but I'm noticing a curious thing. If I choose to serial build a light cruiser x2, the first one will cost 8 ICs, but the second will cost only 6. But if I parallel build x2, and another cruiser finishes building while those two are building, their IC cost will not drop. Is this something specific to license builds? Because I seem to recall when mass-building regular army units that the cost for all units still building would drop if one of them was completed.

8. Vichy France. I'm in the Axis but I want to declare war on them so I can get the final province for the Turkish Straights bonus, plus Vichy France's military has already been eliminated by the British. There has been this little icon in the corner of my screen taunting me for several years about how I can break my truce with Vichy France. Well, the truce has expired, I revoked the non-aggression pact, I still can't declare war on them! Why?

Any help on this would be appreciated! Thank you,
 
2. Radar will tell you WHERE the enemy units are. To determine how many, you need Decryption tech in Industry tab - right next to Radar tech. Logical, no? You hear enemy chatter, but cannot tell what it is.
3. Known bug.
5. Conquer takes precedence over puppet, AKAIK.
6. Sounds right.
7. Practicals. When you finish building anything (except convoys and escorts), they will generate a practical in their class. Building tanks will generate Armour practical, building infantry - infantry practical, building cruisers - cruiser practical. When serial building, after the 1st one finishes, you get a higher practical, affecting the cost of the second. When parallel building, both are built at same practical. The higher the practical is, the cheaper and faster corresponding units are produced.

Please don't be mad at me for asking this: They would not have happened to join you in the Axis when the Allies attacked them?
Because you said the UK destroyed their units....are you referring to the Operation Catapult event or an actual declaration of war on Vichy by UK/USA?
 
I don't know, technically they are in the Axis but when I liberate Vichy territory the brits have captured it gets shaded with my color and I'm responsible for all supplies that go through it, unlike with say Italy, where if if liberate some Italian territory it goes back to Italy and Italy is responsible for all the resupply.

And actually that's why I just lost this game.

The British had overrun all of Vichy and Italian Africa. I launched a counteroffensive that went very well... as long as I was liberating Italian territory. Then from Vichy's capitol in Casablanca I attacked east, from Italian Libya I attacked west in a giant pincer designed to crush the Brits in the middle. Italy and Vichy both kept me well supplied, until my troops on the Italian front crossed over into British occupied Vichy territory and inexplicably began to run out of supplies. By the time I figured out that I was for some reason responsible for the resupply, it was too late. I sent my rebuilt navy to pull out my armored divisions to ease my sudden inexplicable supply crisis, and of course they were intercepted by some British battleships and my best troops were sent to the bottom of the Mediterranean. Game over!

I'm really tempted to just go into Arcade mode at this point. The regular supply system makes no sense.
 
How many radar towers did you build in that province on the Russian border?
 
I built one radar tower.

Each level of radar tower built in a province extends its range and functionality.

At 10 radar towers, you should see well into Russia and be able to keep an eye on a large portion of that AO.

Forgot to add:


With just one tower, iirc, you have what amounts to an air traffic control station that serves to help guide your intercepts of enemy air over that province... if you've researched the tech for that in the Air Doctrine tab. If you haven't researched that, then, also iirc, one tower is fair much useless.
