Political:
Iran is open to some form of cooperation with China, as long as it is mostly defensive in nature.
We are interested in improving relations with Russia.

We welcome British efforts to find oil in our lands, but under the following conditions:
-Britain pays all normal export and income taxes (15% and 20% respectively) and is not exempted from any law unless otherwise noted
-50% of employees shall be Persian nationals; 50% of management positions will be filled by Persians; all Persian employees shall be paid and treated on par with their Anglo counterparts.
-The Company will sell 60% of the oil it extracts in Iran
-The Company and all of its employees shall be subject to the same punishments for breaking Iranian laws as any Iranian entity or person.

Any other terms are open to for negotiation, but the above are the minimum we shall settle for. If the British agree to and follow these conditions, we welcome their equal partnership in extracting oil from our land.

The Russian Empire is currently backing a proposal to Persia that includes:

-Prospect for petroleum and natural gas preserve; in the case of their discovery
-Russia pays reduced export and income taxes (10% and 15% respectively) and is not exempted from any law unless otherwise stated

UK annexes australia

Forces from British India make a landing in North Australia. Declaring That Australia is going to be re-absorbed into the empire. As the forces push east. Preliminary reports expect that around 1/2 the armed forces from australia have defected. After the second week forces capture Sydney and Brisbane. The australian goverment resigns and is replaced by a pro british goverment in sydney.

Iran agrees to both the British and the Russian proposals.

We propose that China and Iran enter into a defensive allegiance under the following conditions:
If Iran is militarily attacked and declared war on by a country not allied to China, China will declare war on that country with all of China's allies.
If China is militarily attacked and declared war on by a country not allied to Iran, Iran will declare war on that country will all of Iran's allies.
If either country is the belligerent in a war with another country, the defensive allegiance will not be triggered nor will it be dissolved.
Iran and China will not go to war with each other.

Economics:
In provinces which have agricultural yields, focus on 4-field-rotation methods
In textile cities (e.g. Esfahan), implement the water frame then focus on implementing the power loom.

Production:
Build (around Tehran and Esfahan) oil and natural gas refineries (5).

((I can't annex anyone! The Ottomans would be in Iraq and the Levant and the Brits in India.))

Iran will be sending an escort with the Russians who are trying to find petroleum and natural gas, composed of:
-a local who knows the territory
-a translator who speaks Parsi, Russian, and English
-an Iranian government representative

This is a gesture of welcome to the Russians. The British are not to know of this. (3 Persian men traveling with the Russians could be dismissed as simply helpful locals. This was ordered personally by Qajari Shah, with no written or telegraphed commands.)

In other news, Parliament has voted to increase the export tax rate from 15% to 25%.

China argees all the terms and signs defensive allegiance with Iran.

The Treaty of Mediterranean
Signatories of the treaty are bordered by the Mediterranean.
Signatories are commited to preventing possible threats to the status quo in the Mediterranean.
Signatories are commited to fulfill the terms by defending Istanbul, to prevent any new powers reaching the Mediterranean
Signatories have to cut down the size of their fleet based in Mediterranean to following limits.
4 Battleships, 20 Cruisers( both light and heavy), 100 Destroyers and no Submarines. Patrol Boats and Torpedo Boats are limited to the use of borderguard and will not be used to lift the Status Quo into a naval race.
Establishing clear national water borders.
The terms are subject to change depending on the global situation.

The Great Russian Empire decides to:
-Increase its Industrial capacity over the next six months by increasing the number of Industrial centers by 30.
-Connect these new centers by railway to other industrial sectors.
-Expand the Siberian Rail Network extensively over the next 12 months.
-Conduct a wide array of prospects in Siberia over the next 5 years in order to discover if recent claims of mineral wealth there are valid.
-Increase its military capacity by 2 Infantry Armies
-Russia would also like to expand its navy. In order to balance against recent German and Italian Naval advancements, Russia would like the cooperation of Great Britain in the construction, crew training, and designing of of 16 Patrol boats, 8 Destroyers, 4 Cruisers, 2 Heavy Cruisers, and one Battleship. In exchange, Russia will pay the United Kingdom 100 million pounds.
