I wanted to play as a democracy, an absolute monachy, a constitutional monarchy, and as a communist government. Is it possible to do that, in this game? I was reading the strategy guide, which you get from the FAQ section of the Victoria II forums, and I didn't see anything about how to pick a government type, even though the strategy guide did mention a couple times about being able to play as a monarchy, so I presume different government types are possible? My question is, how do you pick a government type or how do you change your government type, in the game?
 
Without cheating, you can change your government type through events, rebels and reforms. Pick the following countries for each government type.

Democracy- United States
Absolute Monarchy- Russia, Austria
Constitution ( called His Majesty's Government ) - UK, Spain

Communists do not exist yet in 1834. You have to wait for them to pop up,start a revolution and let them take over your capital.

Isn't Prussia an absolute Monarchy aswell?
 
In general there are two ways to change governments in game without cheating:

- Reforms: Sliding down liberal reforms absolves your dictatorship or makes your absolute monarchy more democratic --> Prussian Constitutionalism --> HM's Government. Liberals will always vote for increasing political freedom while socialists and communists will always support social reforms. Conservatives (for social and liberal reforms) and Liberals (for social reform) can be... convinced to support them as well if the population is angry (10% of the party for each point of militancy) and more if there are large, militant movements for a specific type of reform.
- Rebellions: Let angry movements turn into rebel groups that eventually rebel. When they hold your capital they will soon take over the government. This is the easiest way to turn into a dictatorship (Normal-reactionary--> Presidential dictatorship, Anarcho-Liberal --> Bourgeois Dictatorship (don't ask), Communists --> Communist dictatorship and fascists--> Fascist Dictatorship.) or a monarchy ("White army" reactionaries - Spain starts out with a Carlist rebellion that works the same way). Yes you can indeed create such oddball nations as the Kingdom of America, if you can get White Army Reactionaries to rebel.

Keep in mind that communists can be in charge of a nation without needing a rebellion, if they win an election in a democracy or HM's government (more absolute monarchies won't ally such parties to rule).
