I disagree. Without a dependable supply line from more bountiful provinces, a large settlement in a remote, desolate area with no important trade resources can't sustain itself for long. As for provinces in more hospitable climes gaining more holdings (like Jorvik), yes, they should be able to expand more easily.

Sure, but that isn't necessarily the reason provinces have a limited number of holding slots. A fair amount of it is the historical importance of the province. For instance you have Hamburg and Celle on opposite sides of the same river, Celle is slightly larger yet Hamburg has 2 more slots. Or Paris having 2-3 more than any neighbors-that's not about being remote and inhospitable...

I suggested a while back allowing extra slots but everything put in it (including all upgrades) cost double for first slot, 4x for second, 8 for third, and so on. Also, you could easily increase costs for existing slots to reflect the strain on resources if you feel that isn't a harsh enough penalty...
