((The High Command shall always be open for policy discussions and proposals. However every five turns (5 years game time) there shall be a meeting to discuss overall ambitions like colonization, ship construction, and the such. Once these plans are agreed upon they cannot be canceled unless there's a majority vote by the High Command. Otherwise turns will progress with more specific issues like war plans, building space stations, or dealing with social disturbances and the like.))

The High Command

Only three thousand citizen-commanders were present in their physical form at the building known as the Interstellar High Command Facility on Mars. The others were present in holographic form or communicating via subspace burst technology. All were wearing the uniform of the High Command, a unipiece suit with the platinum symbol of the Compact attached over their hearts. Old, young, new and junior members chatted and gossiped while waiting for Prime Director Thaler to make his appearance. It was time for a new five year plan and both the Social Technocrats and Maxwellians aspired to guide the course of the Compact toward their own vision of the future. No violence was expected although fierce arguments would ensue probably. On the minds of them all was the again the prospect of enfranchisement of the prole masses but more neutral was the issue of the frontiers and the growing number of subspace civilizations detected light years from human boundaries. Humankind was not alone but what did that mean for the future?

Prime Director Thaler was a staunch Maxwellian but was a stoic leader who often went his own way in governing the Compact but the respect he garnered from his past accomplishments and current talent held at the bay the growing discontent over the issues of prole enfranchisement and military preparation. The Socials wanted the new colonies to be populated with people not from Mars, the colonial balance was lopsided in favor of ComStar settlers. Maybe Sol would remain firm in the hands of ComStar but the new worlds offered the possibility of reform. The Maxwellians thought the opposite of course but also they felt that not enough had been done to expedite human colonization efforts in the the frontier systems. It was also feared that xenosophont contact could place humankind at a severe disadvantage. Some of the subspace signals were stronger than the total output of the Compact and so it has been assumed that there were forces in the universe that could possible threaten human interests at the least and destroy hukind at the worse.

Prime Director Thaler midst this era of possibilities stood at the podium, his image transmitted to even the outpost of Tula. He first raised his hand to his chest in a salute and the whole command and many proles and citizens performed the Compact's salute of greetings and honor. Thaler was now over a century old but could still walk and function as the Prime Director but many knew his time to step down was nearing. Not this year however.

"We once again stand at the precipice of another progress cycle. Today we come together to discuss the course of hukind for the next five years officially but for the next century in truth. As citizens we are responsible for the lives of billions of Hu and cannot fail them. These are my proposals for the new five year cycle.

Prime Director Thaler's Five Year Proposals
I. A doubling of public sector income by all colonies. To meet the needs of a growing interstellar civilization.
II. The expansion of the military to meet adequate levels of defense as we shall soon make contact with whatever advanced life is beyond our sensory range.
III. The further colonization of the new star systems by ComStar settlers. Solarians shall receive access to these worlds in five years time and will also be part of the next initial colonization cycle.

These are rudimentary proposals of course and the details must be worked out with our civil service. Now let us begin the discussion. What proposals does the High Command have for the next five years?

Herschel City - Lunar Prole Assembly, December 15th, 2197.

!!Event In Lunar Assembly Territory Administration!!

On Luna the new five year plan discussion was dismissed as theatre in regard to the proposed restrictions on Solarians from leaving Sol for yet another half decade. The Lunarians still vividly recalled the memories of the Solar War, the three year blockade broken only after a desperate counter offensive against Phobos in 2099. At the opening statement of Prime Director Thaler there were jeers and shouts of dictator in the air. However this took place at Thiago Square a hotbed of social discontent. Social Technocrat Yuan Su-Chi declared the postponement of new colonial endeavors consisting of Solarian proles a "disgrace to human dignity" and a reverse "apartheid". Indeed weapon shipments have been banned for two generations and food is often used as the High Command control mechanism for Luna. When they halt food exports to Luna over an attack by separatists or a probative statement about a Compact policy it usually ends quickly with minor compromises.

Separatists on Luna are insignificant and are too radical for the mainstream populace to make a move for greater autonomy and especially independence. Intelligence reports that there are only a thousand or so of these rebels dispersed across the territory of the Lunar Assembly and they often find refuge in rural communities. However a bigger threat is the general disdain for the Prime Director's proposals, a man respected by all influential political factions. Speaker Yuan Su-Chi spoke in front of the statue of Lunar founding father Jiang Ying saying that "..the Prime Director's proposals are unacceptable. Solarians have given everything for the success of the Compact yet we are treated as enemies..we have fought in your wars against the Plutonite settlers..and we serve by the millions in your civil service and military to earn your citizenship. Citizens have served us in the hardest of times but they shouldn't govern people that they do not know or respect. We must have the vote."

Minor disturbances break out on Luna causing -5,000 plat of damage. Yuan Su-Chi's increases his popularity on Luna.

Background: Born in the streets of Caracas in what was the nation state of Venezuela, life was hard since start at age 6 he met Sarah Wellington a child of his same age and the second child of the powerful Wellington family of venezuela. Unlikely as it sounds the friendship continued through time, meanwhile she assisted fancy parties he robbed people, meanwhile she went to private schools he went to horrible lower income state schools. Even so they continued their secret friendship and it blossomed to love when they hit the tender age of 16. But what could they do being from such different world? and that's when a plan emerged, using her grandfather (whom adored her) she managed to get him scholarships to her school and then collage, she going to international relations and him to business and politic sciences. Married against the wishes of her family they moved to Luna. Regretfully she died during the conflict against the Comstar in the solar war, that day revenge was swore against them. Many years later he moved with the colonist of tula an d managed to ascend to Administrator for his relentless work in the creating of the solarian colony. Determined to help the solarians cultures against the monstrosity of the Comstar and Maxwellian "culture" , Alexander Sommelier Rivera will stop at nothing to chive his goal.

Name: Quan "Monroe" Rowe
Age: 32
Compact Service: Admiral of Tula Command
Political Faction: Social Technocrats

Background: Quan Rowe was born in Philadelphia, or what was left of it after the Solar War. Quan was a troublemaker and hot-headed. This led to, during his years in school, confrontations with a lot of his teachers. However, Quan also was brilliant, so brilliant that most of the people don't believe he is actually a genius until someone actually gives them proof. Quan also excels at strategy, something anybody can say when they play a game of chess with him. Combining his seemingly simple looks with well thought out strategy, Quan typically catches people off guard. His family also has history serving in the military, which led Quan to go to the Naval Academy in New Manhattan.

Quan did very well at mock ups and simulations and became #5 in his class, but his Social Technocrat views and brash personality made his mostly Maxwellian superiors think twice about putting him in a good position in the Navy. For a time, he was at Far Link as a junior officer under the admiral there. Instead of being stuck at Far Link, one of his family friends decided to promote him when a new admiral was needed at Tula. With a mostly good record for 8 years of service, great talent, and a shift in his superiors, Quan became the new Admiral for Tula Command.

((Note for the nickname: Quan is pronounced like "one" but with an "uh" sound between the "o" and the "n". Thus, Quan Rowe sounded a lot like Monroe, and the nickname became an easy way for people to address Quan. Call him what you like. I don't mind as long as I know you're talking about him.))

((Um...I posted two events and the game start with what the characters need to be doing. I proposed via Thaler that we need to designate our plans for the next five years and then we'll move on to the regular game where other events happen. I've also posted an event on Luna to be reacted too. What else am I supposed to do? How can I show that i'm dedicated to the game (more so than I have already) then what i've done so far?

How about posting something like "I disagree with Thaler's proposal, we should allow Solarians to settle the next two worlds." There IS shit to post on right now so i'm not really getting where you're coming from. I need the players to participate and I already said all characters approved so far and the stats all start off as the same. Admin gets 30 influence and military leaders get 10 prestige.))

Director, with all due respect, I object to the third proposal for the next five years. That proposal will only sow the seeds of discontent and jealousy between our people and make the divide between Hukind stronger. Can we truly fight outside threats with Hukind quarreling and feuding each other?

"Admiral Rowe, your concerns are known, the concerns of the people of Luna and other Solarian communities, are known but let me state firmly that ComStar settlers must be the culture that leads our colonization efforts. ComStar civilization has proven to be the light that has illuminated those dark years of despair and destruction. The old cultures have been accepted into the vision of the Compact as a vibrant engine of enterprise and creativity but it is ComStar that must lead the way to do what is hard, to settle our species on the new worlds in such a fashion that promotes progress and peace, not chaos and stagnation.

When the seeds of civilization are planted and secure in growth..this will be the time that Solarians will be allowed to leave for the stars by the hundreds of millions to do their work in building our new interstellar society."
 
With all due ..respect Director. Your words are divisive are unsound. You sound to me like the Fascist of old advocating the superiority of one race over the rest and their elimination or subjugation. For 7 years , 7! years you and your "ComStar" People have had the galaxy for themselves and colonization meanwhile the Solarian people have provided the resources and materials needed to maintain this great unity....for what? to be a abuse and denied? to be forced 5 more years to look at the stars and wish they could go to?. No your proposal is Unacceptable for the Solarian people as demonstrated by the events of Luna and only serve to prove right the accusations of nepotism, fascism and dictatorship from your part. We the Solarians Are not inferior or a tool to be use by Comstar. We ARE your equals and posses the same rights as your people. Tula colony, inhabited mainly by Solarians is a bright prove we are no less than the Comstar!. So to repeat myself your proposal is more than unacceptable, it brings us into a path that will surely doom the human Unity in the foreseeable future. Far Link Star System - CE 2197, December 30th (1500 Solar Time)

"Freighter Ship Long Haul requesting emergency dock! Life support systems failing! Please hurry!" the captain declared in a subspace burst toward the Tula Command station

The comm troop repeated back his sergeant's orders. "Long Haul our tow vessel will dock with you shortly. We're downloading your logs now. What happened out there?"

The Long Haul's captain came in broken up. "We came into contact with an unknown ship sir. They didn't respond to any of our comm requests and then they just started attacking. It could only have been a frigate at the most but their firepower broke through our shields in minutes."

In the visual screen the Long Haul was missing large sections of their hull. Its shattered systems sending uncontrolled electronic signals to one another. A tow ship had attached a tow beam to it.

"Alright captain, you're safe now. Sergeant bring it into dock twenty two and get intelligence on the horn and send them the logs. It looks like we have quite the situation on our hands."

The tow ship proceeded to bring the Long Haul into Tula Command. The entire command was put on high alert in case of an attack but from what or who? Far Link was empty of human activity except on Tula where the Compact had firm control of the outpost. Long Haul had just arrived from Sol through the unsettled Wan Yun System but our scouts were reporting zero subspace activity in the system.

"....Sir....there's a large subspace signals coming from the Long Haul..."

"Is the reactor failing!?"

"I...I...dunno..."

On the view screen the Long Haul began to glow bright white as it neared the docks.

"Its exploding! Get it away from the docks!"

A bright white light then shot away from the ship and suddenly an explosion blocked out the vid screen.

"What the hell is going!? Sergeant get a hold of intel and tell them we're under attack! Ready the fleet! And make sure Mars gets those logs."

The High Command has been informed of the attack. Intelligence is working through the logs of the Long Haul. The Compact is under attack by an unknown enemy.

As the High Command returns from their lunch, Director Thaler makes an announcement.

"Citizen-Commanders....its my grave duty to inform you that the Compact is currently under attack in the Far Link System, Wan Yun is considered compromised at this time. By my powers vested in me by the Compact Of Rights I have suspended discussions on the five year plan to begin the work of defending hukind from its enemies.

Admirals and Generals report back to your commands and ready your forces for combat. An intelligence briefing shall be made as soon as possible. Administrators return to your administrations and await further directives."

Tula Administrator and military leaders will be escorted back to Far Link by the 1st Interstellar Fleet.

Anton Krivkov had a hard life, his entire family had died during the wars leaving him alone, and unable to sustain himself. Destitute and depressed, Anton did the only logical thing he could see, he joined the army. On joining the army in his mid 20's he made the impressive rank of Sergeant, which he alter found out was a fairly low rank and didn't mean much. Yet, the army had given him a new found purpose in life and he found he loved it, the whole life style, etc. This combined with his desire to do something with his life, lead him to slowly rise through the ranks to when in his mid 30's he reach the rank of colonel.
