Once these plans are agreed upon they cannot be canceled unless there's a majority vote by the High Command. Only three thousand citizen-commanders were present in their physical form at the building known as the Interstellar High Command Facility on Mars. The others were present in holographic form or communicating via subspace burst technology. All were wearing the uniform of the High Command, a unipiece suit with the platinum symbol of the Compact attached over their hearts. Old, young, new and junior members chatted and gossiped while waiting for Prime Director Thaler to make his appearance. It was time for a new five year plan and both the Social Technocrats and Maxwellians aspired to guide the course of the Compact toward their own vision of the future. No violence was expected although fierce arguments would ensue probably. On the minds of them all was the again the prospect of enfranchisement of the prole masses but more neutral was the issue of the frontiers and the growing number of subspace civilizations detected light years from human boundaries. Humankind was not alone but what did that mean for the future?
Prime Director Thaler was a staunch Maxwellian but was a stoic leader who often went his own way in governing the Compact but the respect he garnered from his past accomplishments and current talent held at the bay the growing discontent over the issues of prole enfranchisement and military preparation. The Socials wanted the new colonies to be populated with people not from Mars, the colonial balance was lopsided in favor of ComStar settlers. Maybe Sol would remain firm in the hands of ComStar but the new worlds offered the possibility of reform. The Maxwellians thought the opposite of course but also they felt that not enough had been done to expedite human colonization efforts in the the frontier systems. It was also feared that xenosophont contact could place humankind at a severe disadvantage. Some of the subspace signals were stronger than the total output of the Compact and so it has been assumed that there were forces in the universe that could possible threaten human interests at the least and destroy hukind at the worse.
Prime Director Thaler midst this era of possibilities stood at the podium, his image transmitted to even the outpost of Tula. He first raised his hand to his chest in a salute and the whole command and many proles and citizens performed the Compact's salute of greetings and honor. Thaler was now over a century old but could still walk and function as the Prime Director but many knew his time to step down was nearing. Not this year however.
"We once again stand at the precipice of another progress cycle. Today we come together to discuss the course of hukind for the next five years officially but for the next century in truth. As citizens we are responsible for the lives of billions of Hu and cannot fail them. These are my proposals for the new five year cycle.
These are rudimentary proposals of course and the details must be worked out with our civil service. Now let us begin the discussion. What proposals does the High Command have for the next five years?

I. A doubling of public sector income by all colonies. To meet the needs of a growing interstellar civilization.
II. The expansion of the military to meet adequate levels of defense as we shall soon make contact with whatever advanced life is beyond our sensory range.
III. The further colonization of the new star systems by ComStar settlers. Solarians shall receive access to these worlds in five years time and will also be part of the next initial colonization cycle.
