I was not able to access this account that I am currently using for a long time. I setup another account and have registered EU4 under that name. Now I can use this account again, is it possible to close the new account and transfer my game registration to this account?

no, sorry there is no way to merge accounts, and it is in violation of the ToS to create a second account. If you have trouble with your account contact the Zendesk, and they will help you sort out your account issue. Creating another account only causes further issues, such as what happened to you.
