I couldn't find this anywhere, so I was wondering if someone knew off-hand. What kingdom has the most total holdings? Both at the start of the game and total potential holdings slots.

Greece, I think. Maybe Persia.
EDIT: Just checked and in my game Greece currently has 39 holdings (not all slots are filled), and Persia has 32 (all but one slot is filled). So I think Greece is the largest. I think Persia was larger before RoI, though.

Total potential holding slots ? I answer "any kingdom with de jure drift" 
But to really answer your question, I'd be tempted to answer Persia. Not sure though, but there are several big duchies with big provinces in it.

Isn't England up there also? pretty sure just about every county if built up hits up there with the larger kingdoms but to lazy to log into game and count ><
just know my norse games in the past have quickly exceeded the amount of realm size for a prepared invasion with just holding early ( un-upgraded ) England.

Currently in my game England has 29 holdings compared to Greece's 39, but both kingdoms aren't completely built up. I think with all slots filled England would still be behind though.

Greece has 163
Persia has 153
Italy has 150
Germany in 1066 or later starts has 125 (93 slots in 867 as 3 duchies are de jure pommerania)
I think you can get more potential holdings if they are all full and a holy order requests to build a castle there.
