We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
Looking at the decision, to welcome the Jews back you need to have expelled the Jews (you have to have that modifier). Do you have the modifier? Can you expel the Jews again? It's possible that when your character died, they came back automatically or something is being overlooked that is not obvious from the decision file.
