Noob Question - Why cannot declare war on all countries? I am playing as Russia and cannot declare war on Muldovia ( sorry if misspelled).
I checked manuals and could not find an explanation.
Thank you.
 
Moldavia should be a vassal of The Ottomans, you need to attack them.
