Its in the title. As the dutchy of upper burgundy I remember having the ability to plot for a claim on the title of kingdom and in a few other situations but it seems like I cant do that anywhere else, even if i try to reproduce the situation. Just wondering because Its a lot easier to faction a claim on a kingdom to break free then it is to break free and usurp the kingdom, especially with the karlings involved. Thanks for your time :)

You have to be a de jure, direct vassal of the target title and not the current heir to the title.

As the Duke of Upper Burgundy you can plot for the title of the Kingdom of Burgundy if it exists and you are the King of Burgundy's vassal, unless you happen to be the heir already or if the liege is your father or mother. Loading 867 as the Duke of Upper Burgundy, I can see the fabricate claim plot on the list.

Which title are you trying to plot for?
 
Well I was playing as the duke of provance (+2 in counties), lotharingia took the title of king of italy and king of burgundy via inheritance and I could see the king of lotharingia was my liege and had the king of burgundy title. I ended up just taking like all the land in it, factioning someone else as the king, going independent from him then usurping it. I was given the option to create a claim on the title when I was under the temp king i installed but not when lotharingia took over. I would just like to know how these mechanics work so i could use them better.
