Is it possible to play with 0% taxes?

Its completely possible to have 0% taxes; as the U.S i had 0% taxes on everyone, max navy, 1/2 size of army max,constantly building stuff...my daily income was somewhere upwards of 10k. All I did was have tariffs at 100%.
 
There are no export tariffs in this game. Tariffs in V2 tax goods that your POPs have purchased from the World Market. Tariffs hurt your POPs ability to buy goods your country doesn't produce.
