How to Outlaw Slavery as CSA?

I am playing CSA, it is 1871.

I want to outlaw slavery in order to get African Americans (who makes up 30% of the population) to work in factories and increase my industry.

However, I cannot do this because I have "The Slavery Debate" national flag.

Is there anyway to re-enable the Slavery Debate so I can outlaw slavery? Or better, could someone make a cheat event for me so I can disable it?

Raise the amount of liberals, that'll get the ball rolling.
 
I've done that, however it does not allow you to enact the reform when you have enough liberals because you have the "Slave Debate" flag. I can enact any other reforms I please.
