I am playing Netherlands in the news expansion of victoria 2 heart of darkness, then I realized something odd I only have 1 national focus in the beginning and throughout the game. When the technology "Ideological thought" was invented my national focus did not go up, so I thought it
might be because I have a negative colonial points at that moment, so I released nations to test my theory but it did not change anything.
 
You need more inhabitants, or at least more accepted ones. Ideological thought and similar techs only raise the max number, that population then allows you to reach. For the Great Powers, you generally hit the max before you unlock more NF points, but with smaller countries that's not the case. Hover over the NF symbol in the top bar and it'll show you how many people you need.
 
Hover over the number that says you have 1/1 National Focus in the top bar, and you'll see what the requirements are, and how many more people of the main culture (or tech) you require for another one of them.
