Am at peace and am confronting a severely weakened Soviet Union (Harsh Peace Brest-Litovsk) and France (Harsh Peace Versailles).
The UK and USA are unscathed.
I intend to launch the Second Great War by commencing with the Soviet Union. I anticipate a fairly easy victory.
Bearing in mind that my ultimate goal on the road to world domination includes defeat of the UK and USA...
Will I be better off by making the Soviet Union a puppet as part of the peace negotiations, or should I annex her entirely and release puppets thereafter?
Finland, Estonia, Latvia, Lithuania, Byelorussia, Poland, and the Ukraine are already my puppets.
