Have +150 relations with one another in both the old Doomsday scenario and the New World Order 2 mod. Am I missing something? I thought they were supposed to be enemies. Is it because of that embargo that NATO imposed on Spain that it turned to the Soviet Union, of all places?

No idea, IRL the Soviets wanted to invade Spain (or for the west to do it) but the Brits and Americans were deadset against it.
